  If travelling renders the President and his vice Incapacitated, then each time they leave Accra for say Tumu, Paga, or Aflao, the Speaker has to be sworn in. This is because they don't have offices in these towns therefore they are physically not present and would not perform their work. Me think that was a wrong interpretation of the constitution. Incapacitated Person temporarily or permanently impaired by mental and/or physical deficiency, disability, illness, or by the use of drugs to the extent he or she lacks sufficient understanding to make rational decisions or engage in responsible actions.

  You had some sort of unusual brainwave with your last paragraph when you aptly stated,
  ".....there are far more pressing issues of national significance for our leaders to concern themselves with, than merely the fact of whether, indeed, Speaker Adjaho had been duly sworn in as Acting-President for the 24-hour period of Nov. 5." Laws are interpreted to avoid absurd outcomes, and one has to gauge the benefits of repeated swearing-in and the damage incurred without the exercise before one can make any issue out of it.
  You however lost your thread as usual when you made a tenuous connection between this incident and future elections. And in this instance, you sounded more confused than Dr. Amoako-Baah!
