The emphasis should be on "appropriate technology" and sustainable methods not wholesale importation, without deference to local needs and environmental concerns, of industrial technology from abroad. Even in France there is a strong movement to preserve traditional, organic farming methods and not industrialize everything. Cuban agriculture suffered from the uncritical adoption of industrial technology and fertilizer use in the 60s and 70s. Now they've turned the crisis of the 90s when they couldn't get support anymore from the Eastern European countries into a mass organic movement that has been reviving the soil and yields. Many cooperative farms that started using animal drawn ploughs for lack of petrol to run their tractors have discovered that they are actually doing far better. China's transformation into the factory of the world has come at a high cost to the environment. Worst of all was the promotion of the automobile industry. Now there are days when people cannot breathe in Beijing and other cities due to smog from car exhaust and factory emissions! Germany today is one of the leading promoters of the use of solar energy, and they have decided to get rid of all the nuclear plants!
I agree that we do need a clear, national Science and Technology policy that vigorously supports both education and research. But we definitely do not have to promote a copycat replication of the Western experience!

No enterprise can take off without Capital (except when already-built state properties are stolen in Ghana!). In the absence of government support where are the Ghanaian Venture Capitalists to support our scientists and engineers bring their ideas to fruition, as done in the advanced countries? How many of our overnight-rich kleptocrat-millionaires and billionaires have even thought of using a tiny fraction of their no-sweat, stupendous amounts of capital to support our engineers and scientists to bring some of their ideas to practical fruition? Where do Kwesi Botchwey, Dr Kufuor, the Mahama brothers, Sam Jonah etc invest their easy millions and billions? Perhaps Kuma should direct his ire on our fabulously wealthy folks instead of the struggling scientists and engineers - some of whom are lucky even to have jobs that barely meet their living needs!
