In Ghana, there's a greater propensity to accept anything foreign as ideal because we've been clueless for so long about the kind of government or nation we truly need. It should not be lost in Ghana that Nkrumah's CPP derived it's system of government from a collection of experiences in his travels from the Americas through Europe just as members of the opposition party led by the Busia-Danquah ideologues had formulations via their experiences. So just as Nkrumah struggled to make good on his ideas and ideals so it was that the Busia-Danquah ideologues could not make theirs work for Ghana either because it is truly hard to be successful at an ideology that is foreign in its foundations, application and cultural implications.
Freedom of speech, be it the Western European model or the American model did not emerge out of a vacuum neither was it's application universal but reserved for nobility. So as Ghanaians gobble up all things they are clueless about take heed that freedoms did not come to all Americans and the right to education and the right to vote came to its Americans of African heritage in the 1960's some centuries after these wonderful rights were enshrined in the American Constitution.
Freedom of speech like other freedoms are universal but only to those who understand it's applications and the dangers of their abuse to protect those freedoms lest they become tools for ill-conceived ideologues.

Ghanaians in general are quick to the cut and they are too emotional, reactive, and lack self-restraint, self respect, decorum, among others. We should try to be tolerant and decent in our speech. Leaders should be role models. This is why Kufuor stands tall among all our past leaders as the most decent and refined or urbane in his demeanour, including Osagyefo Dr Kwame Nkrumah, and Prof Atta Mills.

Kweku Donsuro,
Freedom of speech has always been part of our (especially Akan)culture. That is why we have the "Ahen kwaa" or court jester playing a very important position in the Chief's palace. At the Ebusua or clan meeting, anyone, male or female aged 18 and above can express their opinion as hard as they wish, as long as they are not insulting.
Yes, sometimes people over reacted to situations, but that hardly ever led to physical fights or insults. It was most unusual for a young person to use foul language in public. As for elderly people, it was simply taboo.
Even in the worst period of CPP-NLM crises, there were hardly any insults (I saw a bit of it in my own extended family in the late 1950s when one part was CPP and the other UP)
As Paul stated in part one of his article, the shrill political insults began with Jerry Rawlings, and unfortunately, Prof Mills, refined as he seemed to be on the outside, could not curb it in his government. Both he and Mahama appointed those with the sharpest tongues, into important public positions.
Kufuor shows class because he was brought up in a chief's palace and it shows in his relationships and mannerisms, both in public and private. That is why he so respected internationally.
