Most of them are not supposed to be there but due to political influence or something beyond explanation, they have been pushed beyond their limit and who pays for that?

So, the title is tad deflating of the "We". You got to dis-aggregate the "We" to the extent not all "We" are equal in the game. Therefore, in so many measure, you've dug large "rat" holes for politicians to hide.
If a businessman/woman wants to hire their own people/friends to work in their business, we do not give a damn. That is their business, if they do not hire my daughter when she applies for a job in that company.
The public arena is different, you will agree!
ITEM: It will take a much better paid, transparent, and professional civil service, including the Police Service, to begin seeing lasting improvement(s).
