You have to understand that negative attitudes are not like dandelions that spring up suddenly but they're cultivated over a long period of time . This bad attitude that's causing you so much concern is cultivated over time. Personal hygiene and good social attitudes must be taught first from the comfort of the home. We're where we are because it was not taught by parents in the first place and if they did teach some unlearning happened along the social chain away from the home.
This bad attitude is an environmental and health hazard and I believe a coordinated effort between the ministries of health, education, social welfare, city/municipal/town and village councils/local government can prove very helpful. Handwashing must be encouraged and littering must become a punishable offense. To discourage indiscriminate littering garbage/trash bins must be provided in the public washrooms and at vantage points in the cities, towns and villages.
When the poor personal hygiene improves and indiscriminate littering becomes a thing of the past then we can tackle a more complex issue, the littering of the mind. I hope this helps.
