  A canopy walkway is different to a pier.
  One is a suspension footbridge spanning an area of vegetation and the latter is a construction extending from a shoreline out to the sea or water body.
  
  I believe what is being proposed is a suspension footbridge linking the shoreline to the rock formation you mentioned which is an outcrop in the sea.
  
  The difference between that and a pier is that a pier is usually a raised structure of a sturdy construction anchored to the ground by stilts, pilings, pillars or floats the latter referred to as a floating jetty and intended to allow the structure to rise and lower with the tides. There are various kinds depending on the use.
  
  I don't know who coined the word 'canopy walkway' for the proposed structure, probably due to the use of such structures in park lands in the country. The name however is not generic to that type of construction.
  
  If the construction is of the type used in the national parks then the correct name for the proposed construction is a "suspension footbridge".
  
  It may be referred to as a gangway.
