  Periodic and unannounced auditing from an independent body outside government control will help. The ghost workers on government payroll is intentional and deliberate. They do that as a supplement income which is wrong and must not be encouraged. Those involve should be punished but in Ghana, that is not the case. Thieves in government agencies are left off the hook because when caught, "they know someone who knows someone in a powerful position". Case close and the rot continues.

  IMANI is right. I'm so sad that CAGD is running away from the controller functions/roles of e department. Anyone can perform the accountant functions, just receiving and paying monies to entities without caring whether they exist as the CAGD will have us believe. The framers of the law knew there would be people without scruples today who would like to bloat the pay roll for selfish interest that's why control functions were attached to the department. For the CAGD to say such functions cannot be performed because they rely on secondary inputs from MMMDAs is enough reason for their heads to roll. Controlling is foremost, how do you make payments to nonexistent entities? MMMDAs, banks, service directors may be complicit, but its the DUTY of CAGD to ensure sanity unless CAGD IS ITSELF COMPLICIT.
