  Mr Hoeto, from your article I could infer you would like the direct involvement of NYA and Min of Youth & Sports in all these youth support initiatives. Why won't NYA source for fund and initiate its own initiatives and create a linkage with others? The article is quite biased toward NYA and it seems you might have an interest there.
