  Kuma, well done and looking at the positive impact this initiative would have had on the people and time, effort, and resources used so far, one would have thought you would have gone further than that and also provide recommendation or solutions.
  
  Criticism alone does not solve problems but it should be a constructive one, if one has started such a good national programme and along the line there have been challenges, what should you do? Do you abandon the project and start afresh from another site nearby? What about if you start new one and do not complete and there is change of government? What it means is that one would start and another would abandon and the tax payers that you are concerned about will now really suffer most. If there are problems and you assume office, you fix them but don't run away and abandon projects that are 70-80% complete and start same projects from scratch nearby again. Duplication and very big financial lost to the state. So the people should manage the challenges to complete the projects, no matter what and if they complete they are going to allocate the remaining majority and forget about the few you talked about as an excuse. A word to a wise is enough. Long live GHANA

  We followed that housing initiative and the antics of Mr Hackman Owusu-Agyeman and did not think much would come of it, except lose the people a lot of money.
  
  It was a worthy goal, but without achievable objectives given the environment and political reality/cycles.
  
  Generally, these types of big multi-site projects are preceded by models at fewer selected sites to test concept, construction, delivery, quality, etc.
  
  When we plunge deep into construction and make believe that we are executing with our Phased Plan, we only set ourselves to fail.
  
  Interestingly, if so many NPP gurus allocated so many units to their own kind and lovers, how come the new NDC government did not see it worthwhile to take a look? After all, as you say, there are still survivors "...now saddled with (at least GH¢4,000) loans they have to spend the rest of their lives settling..."?
  
  So once again, we congratulate you for shining some light on this "old" problem.

  Another perspective you failed to mentioned is mitigating of risk. Did the contractors provide performance bond. Why not go after their sureties to complete the job. PM theories do not work in Ghana

  We we must admire, from our vantage position, all individuals resident in Ghana who are not only interested in these Ghana public policy issues, but actually spend time to provide perspectives from the ground, so to speak.
  
  It is along those lines we see your contribution with respect to "performance bonds." So, if the "sureties" are guaranteed by Banks in good standing in the country, it will be an important improvement to managing related risks.
  
  Suggests to us no "sureties" were ever an element of the Project Work Breakgown Structure (WBS) to the extent Lecturer Kuma is telling us the entire national initiative has been a total disaster for the government and the people.
  
  We are reminded of the Kumasi-Accra Road. Come to find out, according to recent accounts from the NDC government, the contractor pulled back, stopped "performing" because the government stopped paying the contractor. So, what is the brilliant thing the NDC government has now done: they have paid all the funds due the contractor even though the Chinese contractor has yet to report back to the site(s). Only only hope there was some form of "surety" this time around.
  
  In the end, we will conclude by stating that theories, ('em PM theories) may not work in Ghana, but theories in general also inform us about things not to do, things to stay away from. In that sense, theories are embedded in everything, everywhere, even in Ananse-sem!

If you want to praise your NDC or mock NPP then go ahead and lay it out so that we know your political motives behind your article. Thesis? You wrote a lot but made no case, did not argue strongly for against, and you did not put forward any sensible or workable recommendation. Please consult a book called "A Manual for Writers" by Kate Turabian. It has some very good advice on how to write and try again.Does NDC have any plans for affordable housing?
