I think there is more to it than what Dr Okoampa has revealed. In the 19 year rule of JJ , he scored a huge political goal by extending electricity to the rural areas which was laudable . However, there should have been a corresponding increase in the generational capacity to tally the demand that was destined to rise as a result of the extension of power to the three northern regions. JJ was only interested in populist projects that he did not envisage could cause some problems.
We should also remember that Rawlings short changed Ghanaians for the memory of his bosom friend Thomas Sankara . When Blaise Campaore was going to Build the Bagre Dam, he informed the Ghanaian authorities of his intentions and proposed to suspend the project if Ghana could supply it with energy needs. With the painful loss of Sankara fresh in Rawlings memory, he decided to ditch the idea of Campaore hence the construction of the dam. The Akosombo dam takes it source of water from the Volta which flows from upstream Burkina. Today the Akosombo is drying up because it source has been blocked by the Bagre Dam with occasional spilling that destroys life and property .
In a nutshell, Rawlings more than any one else should be blamed for our current energy crisis .

You, Dr. Kwame and others of the UP/UGCC/NPP tradition, who subscribe to the Busia-Danquah ideology, pretend it is better to have delusional freedoms and liberties while wallowing in misery some 45+ years after 1966. Why bother if electricity is being rationed in line with ongoing misery index of Ghana since 1966?
Proof of the failed promised can be seen all around Ghana along with most of the staunch proponents and unprincipled foot soldiers who have escaped the land they promised and now reside comfortably in civilized, industrialized western nation. While you and the rest get to hide and enjoy your comforts you encourage the UP/UGCC/NPP initiated foolishness to continue on the Ghanaian soil. Making Ghana ungovernable is the creed of the NPP/UP/UGCC and anyone who has bitten into the charade is just as gullible as the best there is in the Busia-Danquah tradition.

Truth be told, practically all our governments have failed to enact iron-clad energy policy.
For example, let's lake a look at the Energy Policy Act of 2005, a federal legislation establishing US energy for years to come.
Then there was the Energy Independence and Security Act of 2007. a legislation agreed upon by Democrats and Republicans, that established energy policy by emphasizing demand-side policies such as conserving energy and using renewable energy sources.
As far back as 2007, Mr. Kirk Koffi, the Director of Hydro Dept. at the VRA pointed out that "people don't understand the technical issues surrounding the generation of power."
I remember Mr. Koffi advising the general public to assist in finding an end to the crisis by adhering to the energy conservation measures like switching off their lights when not in use, and also by using energy saving bulbs.
I just wish Ghana's EPA would adopt the US EPA Energy Star Program that focuses on energy conservation in buildings and in appliances. With an energy star emblem that signals that the appliance or building incorporates energy saving technology.
I sincerely wish Drs. Ahoofe & SAS and their ilk will learn to put the interest of our nation before petty politics and flimsy grudge.
