It has to be multilingual approach for it to be effective like Switzerland(German, Italian and French).
But these are well-developed languages which are constantly being updated with new words unlike African languages.

English is not the national language in Singapore,yet Singapore scores better than England and the US in both english and maths every year. Indians in America only english as their second language but have won the the english language spelling-bee competition in America every single year.It proves that the mediocre student performances here has more to do quality of teachers and resources than the medium of instruction.
