You just one of those super confused intellectuals, who after enjoying all the benefits of colonization and the English language, you suddenly like to believe you have something to match it.
Almost all Ghanaians of the 60's and 70's era, speak beautiful English and beautiful native tongues. It was during the Rawlings rein of terror which bastardized our wonderful often admired and envied educational system. The along came John Kuffuor and his ethnocentric Ashanti mafia, who tried to make Ghana an Akan Nation. It is this that has to worry you more because our entire beautiful and colorful culture has become a most rash, uncivilized and jungle behaviour all because of that TWI language which has been imposed on all of the Great Capital City (The Craddle of Sub-African Intellectualism). Listen to our radio stations, listen to our TV shows and local news, and worst of all listen to our fake Akan Pastors, then tell me, what is more confusing to our children than that? Every single day I drive by young school kids going to or returning from school, all you hear is conversations in Twi, about food, clothes and ignorant Twi-TV shows. In our days, we spoke English and we joked about life and everything we learnt in Science, Hygiene, Physics Chemistry and Mathematics. We called each other nicknames after Great philosophers, physicists and biologists. Please take your troubled low self-esteem spirit back to your village and never speak a word of English and dare you not engage in anything selective that the English man has inevitably introduced into your life. Don't pick and choose, and don't even pretend that you do really really care about local Ghanaian languages, because often times all you people refer to as local LANGUAGE(S) is Twi Only !!! My kids will never speak Twi, they will always express themselves in English, but hell yeah they will understand their native tongue and speak it conveniently as they please, not you forcing them to.
Incidentally, almost all those ignorant parents and kids you referring to do speak too much Twi, that is the reason they seem CONFUSED. You know, it's like EBONICS in America. The dumbing-down of Black Americans by making them think they have a language called Ebonics to be proud of, what happened? Go to American today, there is a mass exodus from the Ghettos into colleges and universities by young black girls especially and a good number of boys. In Ghana we don't have a true culture. We just pretend that our primitive ancestors too had some sense or philosophy or manners, then when we realize how stupid it all looks we make a joke out of it and sell ti to the outside world.
I challenge you to never speak a word of English nor write another article in English for the rest of your life. Call me and let me know how splendid life has turned out.

The writer was not promoting any particular language, so your attack on him is rather unfair. His thesis is that learning one's native language facilitates a better grasp of the English language in later life. And he is right.
Your attack arises out of your own psychological dislike of Twi. That also arises out of the fact of your hatred of the Twi people. The writer was right to state:
"This point is adequately illustrated by Armstrong (1963) that if we despise the language of a people then by that very token we despise that people."
You are free to continue in your hatred but leave your children out of it. Don't say:
" My kids will never speak Twi...."
Leave the kids to expand their horizon by learning as many languages as they like....and their native language too. Your time has been spent in self-loathing; let theirs begin with self-esteem.

It is just unfortunate that there are more ethnic twi speaking people around in Ghana so the language has wider use than others. This is by no means imposition.
I have been to Belgium, Germany, France, Italy, Norway, Sweden, Denmark and other countries where English is not the mother tongue. No matter how small the country is or how many ethnic groups are there, English is not the medium of communication. They are intelligent enough to have developed their own language for education, business and all. I wish to see an African country being able to develop a language for their own use. Is the inability of black people to develop their own national languages a sign of lack of intelligence?

It is a pity that these days no value is placed on own Ghanaian languages. Interesting and very educative books were written in the Ghanaian languages some years back and the Ghanaian language was a component of then education syllabus - from primary level, through secondary to university level - and people take pride in studying them. But these days I wonder if anybody even dreams of such books or go to school to choose any of the Ghanaian languages as a component of subjects of study. Teachers of the Ghanaian languages have no respect in the/our society not even amomg their peers now and I wonder if the Ghana Bureau of Languages has some "life" in it now. This your article, to me, is a wake up call. It should not just end here but must find its way to our educational policy makers and policy implementors. For if we do away with our languages, we are killing our culture, our value and therefore our identity in this global village called Earth.
