  The last we heard their officials were working out partnership agreements with Kenya. Not sure what the actual purpose of the partnership could be. Is it so Kenyans can train Ghanaians?
  
  But yes, Ghana tourism capacity is weak. Significantly, not enough is being done to promote tourism. So, if products are available locally and the quality and prices are reasonable, they should be obtained locally to directly pump up the local economy. Some of that can then begin to tame those "white elephant tourists’ sites", one site at a time.
