  Not only are they criminals , they are incompetent as a result of our educational system of "chew pour and pass " . They do not even understand the contracts they sign on behalf of the government. Have they ever been able to convict any politician .? They are just useless pen pushers who have no idea how to gather evidence to make their cases stick.

  What if a representative (higher up) from the Ministry of Agriculture approached you and other farmers in the district/community, farmer Ernest Kojo Smith, to buy some tonnage amount of corn or cocoa? What if the representative requested of you and the other farmers to provide him/her with your best price list to enable him/her decide which farmer to buy from? And what if he had selected you, farmer Kojo Smith, as farmer with the best price offer and thus asked you to start farming so you can provide the Ministry of Agriculture stipulated tonnage of corn or cocoa annually? And what if because you may have to purchase additional farm land to meet the tonnage demand you had been given a letter from this representative to use as introductory support letter to banks to acquire the needed capital to purchase additional farmland? And what if you had obtained the loan from a bank/financial institution and prepared the land for growing corn/cocoa only to be told by others at the Ministry of Agriculture that the Minister for Agriculture had decided to award your contract to someone else?
  
  Would you fight to retrieve monies you have invested in this farming project and debt incurred as a result of the initial agreement or would you rather fall over like a timid mouse with tail between the leg and go to sleep? And what if after bringing a case against the Ministry of Agriculture through the courts in Ghana judges who sat on your case against the Ministry of Agriculture granted you monetary relief against the government? Would you follow through and collect the judgment award from the government or decide to let go? What if you did pursue the government and finally obtained the court sanctioned judgment against Ghana government and thus received the payment?
  
  Finally what if someone comes along the likes of Martin Amidu to take you to court because he found out that the farm belonged to you and a partner who is not a Ghanaian citizen and hence the contract between you and the Ministry of Agriculture by law should have been approved by parliament before the department of Agriculture gave you the start work approval including the bank loan and purchase of the farmland? Should all of Ghana see you as a villain, fraudster or as a man who did what was right as a citizen while the government through its agents dishonestly gave you authorization to start farming and growing corn or cocoa knowing all along they should have sought prior approval from Ghana’s parliament?

  BERLIN (AP) — Germany, France and Italy followed Britain on Tuesday in announcing that they plan to join a proposed Chinese-led Asian regional bank, swinging Europe's biggest economic powers behind a project that is viewed with concern in Washington.
  
  Britain last week became the first major Western country to seek membership in the Asian Infrastructure Investment Bank. Tuesday's announcement brings three more members of the Group of Seven industrial powers on board.
  
  China proposed the bank in 2013 to finance construction of roads and other infrastructure. It has pledged to put up most of its initial $50 billion in capital. Twenty-one other governments including India, New Zealand and Thailand have said they want to join, but the U.S. and close allies Japan, South Korea and Australia have not.
  
  The United States has expressed concern the new bank will allow looser lending standards for the environment, labor rights and financial transparency, undercutting the World Bank and International Monetary Fund. The Europeans appeared at pains to counter those concerns.
  
  A German Finance Ministry statement announcing the three European countries' plan to join the AIIB said that, working in partnership with existing development banks, it "could play an important role to provide funds for addressing the large infrastructure needs in Asia."
  
  "France, Italy and Germany, in close coordination with international and European partners, are keen to work with the AIIB founding members to establish an institution that follows the best standards and practices in terms of governance, safeguards, debt and procurement policies," it added.
  
  Following the announcement, White House spokesman Josh Earnest said the international community had a stake in the regional bank working, but was looking for prospective members to push for the bank to adopt the same high standards, oversight and safeguards that the World Bank and other infrastructure banks have adopted. He said there was no plan for the U.S. to join the bank.
  
  In Beijing, Chinese Foreign Ministry spokesman Hong Lei said the AIIB is an "open and inclusive" organization and China welcomes the countries willing to be its founding members.
  
  "China will work together with all parties to forge a professional and highly efficient infrastructure investment platform that will be beneficial and reciprocal to all parties so as to contribute to regional infrastructure construction and economic growth," Hong said.
  
  The bank is one of a series of initiatives by Beijing to increase its influence in global finance and expand trade links.
