  Hello Osman Issah, 'Entrepreneur & Telecom Consultant'. Has anyone told you that you don't understand what you are talking about? Kindly explain how an interconnect clearing house - which only handles legitimate traffic exchanged between carriers - can detect when a mobile SIM is used by a criminal to make a fraudulent local simbox call? The clearing house would have no record of such a call, because there is no interconnect in this case. The whole point of simbox fraud is to illegally terminate a call in order to bypass the conventional exchange of traffic between carriers. How can an interconnect clearing house identify which 'on-net' local calls are fraudulent, when it only has data about 'off-net' calls that are passed between operators?
  
  And if you are such an expert on telecoms, why do you list project management qualifications that are not specific to telecoms? Why don't you tell us what qualifies you to express an opinion on the highly complicated field of telecoms fraud management?

  You state that: "Telecom Clearing Houses exist all over Europe". You clearly intend to deceive people. Why don't you list every single national interconnect clearing house you can think of? The reason you don't give specific examples is because clearing houses like the one proposed for Ghana are very rare, and Africa is the only continent where some governments want to impose new national clearing houses.
