  Did founding members of CAF ever ask questions about the sustainability of the existing decentralized urban and rural planning and development scheme? Did they ever take time to review their paychecks stubs over the years to understand or know where government deductions went or how they were being managed? An employer is not any more obligated to give employees an explanation of how monies are spent any more as employees do have to explain how they respectively spend their earned pay check or a right to government work. MCE's, DCE's and all those other at the district and regional levels are responsible for development and management within their respective communities with funding from local taxes and or national subsidies. And if your logic held any weight or bore some truth we wo uld not have the disparity in development from district to district or region to region. How best can CAF explain how in the absence of needed equipment at hospitals and medical centers around Ghana the Kufour NPP administration could justify some US$50 million to $100 million on Ghana@50?
