  You know that those after Mr Tekper are very close to him. They are those who want to loot the nation at a rapid rate but are unable to do so because Mr Tekper has his hands on the purse strings. They have tried and so far failed to dislodge him because he perhaps needed to paper-over the cracks.

  Significantly, what was "finance minister Seth Terkper's" recommendation?
  
  And if it was stopped by the "cabinet", what was Terkper's recommendation?
