Under Kufuor, there was a settlement plan but under NDC, there was no such settlement but outright displacement and gnashing of teeth. So, of the two, which is better?

Anytime people failed to think through issue, that is the time they made an unpardonable mistake like the people of Sodom and Gomorrah. They allow NDC to toy with their future and why their lawyers did not come out with the same vim the did under Kufuor?

That said, as long as they came from some place and settled in that area, what is preventing them from going back to their towns and villages?

There was a settlement plan under KUFOUR but it only remained a plan. NDC has done the needful which is to the benefit of all and not a few. Sometimes the end justifies the means. Exodus is surely better.
