To start with, market forces cannot do that when the government keeps meddling in the economy. Besides, the most important part of the whole petroleum saga in Ghana is such that there is a lot of uncertainty and private investors do not flourish in an environment of uncertainty. In addition, it is an industry that involves huge investment, there is no way any investor is going to put out his money, which might turn out to be a redundant investment when TOR is capable of producing enough for the whole country. Just look at it this way, what of if a new investor sinks in a tune of $400 million and the government finally decides to sell TOR for let’s say $150 million. How is the new investor going to compete with the buyers of TOR regarding cash flow? They will have their hands burnt badly, and no investor is willing to take that chance. The best solution is for the government to quickly off load TOR, and the huge pressure on the national currency will be eased. For the rest of your questions if the government stabilises the downward slide of the currency most of the problems you are broaching will be mopped out. Just look at the poultry industry, because the currency is constantly falling it is cheaper to import than to produce in the country. The only solution is for the government to put breaks on the constantly depreciating currency. And if you have been following my write up I have offered so many solutions. Thank you again Kojo T. The truth about TOR is that the 1962 vintage technology is now so archaic that it is even surprising that they can still find spare parts for their machinery.
Back in the late 80s/early 90s, they were getting just about 45% useful finished products from their raw material stock. The rest was being sold as LSFO. Ivory Coast with an additional hydrocracking unit, was doing about 85%! Nobody did anything about it in Ghana because cronies were selling the LSFO, to build a political war chest.
TOR really needs to be pulled down (Togo sold her version of it and it is now being used for finished products storage!) The only problem is that with Ghana's record of harassment of private investors, who will be daft enough to spend 2-3 billion dollars to build a refinery in Ghana when they are not sure what will happen to it ten fifteen years down the line?

The question that stares Africans in the face is if we have people with such incredible knowledge, how come that they cant study the African case seriously and provide solutions that can defy the corruption the leaders do? These leaders draft constitutions with checks and balances to offset corruption yet they end up being corrupt themselves and go scotfree. They have no training in ethics and dont care how the public may see them. Those of us who care about the misuse of our abundant resources are disturbed. Africans are in a dilemma!!!

Besides, those who are benefiting from the current system are not going to give up that easily. Sometimes it takes a bit of sacrifice. Let me give you one classic example. When Manmohan Singh, the former Finance Minister of India and later the Prime Minister extricated the Indian Economy from over forty years socialist stagnation his party lost the election. The question is how many people in Africa are willing to do that? It will be like finding a needle in a haystack. It is going to be a long haul but we will get there if we are determined with a single mind and purpose. The first step is to spread the good news. Thanks Ken.
