I agree the second lady's reaction may have been too harsh but I also don't think that you are saying because of dumsor, schools should not be given computers. Simply sitting back and expecting everything from the government also sends the wrong message to the school children.

I would even wish gov't supplies all the chalk needed in our schools before giving out sandals & uniforms. I may be wrong but my thinking is that with chalk available, the children can be taught even if they are barefooted or not wearing school uniforms. On the other hand, if the school children are wearing uniforms and sandals but with no chalk in the schools, there would not be effective teaching.
