  Development by any measure starts with land planing prior to development. And in Ghana like elsewhere land is owned by individuals and chiefs with insignificant amount of land ownership by government. The difference between land management in Ghana and those in developed nations can be seen through the relationship between the people and respective governments. In Ghana we mostly see government as the enemy if it's staff makeup are not from our preferred tribes and or political party. Furthermore, there has not been a time in Ghana's short history the central government exercised oversight authority over land development than during the CPP era; we did not see chiefs becoming freelance representatives of their delusional empires or states. In this era of preferred and designed chaos quasi centralized land planing and development is of utmost importance. Agricultural lands must be registered and mapped in national registries while all lands earmarked for urban or rural expansion and habitation are to be addressed with roads, utility infrastructure, sewage and drainage systems prior to being put on the market for sale. Yes we can hate Nkrumah and the CPP all we want but we cannot bury our heads in tribal sands and pretend Nkrumah era estates were not better managed than any we've seen since. A one source land delivery services can be achieved by a government; it will ensure adherence to land development laws even if we hate government.

  We are not here to hold brief from Nii Moi Thompson's 40-Year agenda. But this reads like a good argument made with erroneous assumption, data (and facts).
  
  The 40-Year GDP will fail not because Ghana's money supply is unbalanced at this particular time. The plan will fail because among other reasons:
  
  (1) the horizon is way too long to engender responsible stewardship by politicians
  
  (2) knowledge require for that
  horizon development planning does not exist (e.g., imagine in 2007, the Kufour administration could not predict the population of Ghana in 2009 and over-stated it by more than 1 million)
  
  (3) the Mahama administration has not led the country to revise the wart-ridden Rawlings Constitution(s), which is a major premise of the plan,
  
  (4) the Commission has already settled on a horizon (40 year) even before envisioning with stakeholders has truly begun,
  
  (5) Etc, etc., .......
  
  We see other errors in fact, by Mr. Duncan Kusi.
  
  READ: "...Just recently, an organisation called itself: National Development Planning Commision came out with its 40 years national development plan. The organisation was created by President Mahama and expecting to outdoor the plan in 4th August 2015..."
  
  WE SAY: National Development Planning Commission was not created by Mr. Mahama. It is a statutory entity in the Constitution of Ghana. Also, the National Development Planning Commission has actually not come "... out with its 40 years national development plan..." Rather, they are going around seeking favors and support.
  
  THEN THIS: "....The Cedi has to be stable and it can only be stable if the government stops borrowing local currency from the central bank of Ghana to support fictitous projects such as tree planting,guinea fowl projects , (Gyeeda) and others..."
  
  WE SAY: We agree! However, if the projects are real (NOT fictitious) and the projects are properly designed, implemented, and evaluated, those are some of vehicles to achieve the objectives and goals of any development plan (for a nation).
  
  FINALLY, READ: "...Governments of Ghana including Dr Nkrumah did not follow physical monetary policy to stabilize our currency against foreign currencies..."
  
  "WERE ARE LIKE" - Nice try, Duncan Kusi!
  
  Please read Abeeku Mensah's comment to you. That "LAND" matter is an important one, and Nkrumah's CPP handled it better than any other government!
  
  In closing, we believe that Mr. Duncan Kusi is conflating Development Planning that is concerned with the spatial development of an area/State, with monetary strategy that is just one element that must inform a Development Plan intended to manage change in landuse (i.e., the physical infrastructure to achieve economic, social, cultural, and physical objectives of an area/State).

  I have learned to say that you never say never; national development plan can surely work in Ghana if we consciously as a nation become futuristic. Right now as a nation we don't have an image of our future.

  Embracing futuristics or futurology would prepare us to craft our short to long term futures. We are trapped in the present & in our past, hence our difficulties.
