Good grammar, nice concepts, blah blah blah. You let citizens believe that progress is something difficult knowing it isn't so difficult. Corruption not level of skills possessed by people is a major factor crippling this country. Big spending by government officials, external sourcing of funds, loans and others cripple a country's development. Let government officials learn to achieve their ambitions or national goals because that was the only reason they were voted into power and stop the unmatched skills of graduates to job markets.
