I think you do not understand the word bankruptcy. You become bankrupt when you are not able to generate enough cashflow from your assets to pay your depts. As at now the nation cannot mobilize enough to pay statutory obligations. So straightaway we are bankrupt. That it sit take it or leave it. Ghana is bankrupt simply because there are statutory payments that have been outstanding for over a year. The last time the president even said it that the salaries of ministers were even outstanding. That is bankruptcy that you are looking at.

THE COUNTRY CONTINUES CHASING THE IMF AND EVERY TOM, DICK AND HARRY FOR LOANS OF EVERY DESCRIPTION BECAUSE GHANA IS NOT SOLVENT ENOUGH TO RECORD BUDGET SURPLUSES OVER THE YEARS.
THAT'S WHY GHANA'S BUDGETS ARE ALWAYS DEFICIT BUDGETS.
SO IF THE ABOVE SCENARIO IS NOT DEFINED AS BANKRUPTCY, THEN I DO NOT KNOW WHAT ELSE YOU MEAN BY GHANA NOT BANKRUPT.

Most of our debts are with outside creditors who use other currencies, we have to generate enough currency to pay them, and enough currency to acquire assets that is needed to build our country. That is main concern when people talk about being bankrupt. How to get the funds to pay our creditors. If we're unable to pay them we go into this situation of bankruptcy.
