What u are saying is to suggest that if u a public servant and gains promotion or upgrading u shd not be paid until you input your new portfolio. Things don't work like that. She can't draw two salaries, that is DCE and mp. What happensis that once her aappointment letter as mp comes inputs are prepared and the difference paid to her. She does not collect both mp and DCE salaries. Check your facts
