  If in the second instance of seizure of an offence committed under the act, is to be interpreted, would it be the case that any alleged road traffic offence (that is relating to yet to be adjudicated offence) can lead to a Police officer of the rank of Inspector and above having the power to call for seizure?
  
  Or will a rightful interpretation relate to acts committed as established by a motor traffic court?
