  We find ourselves fascinated by some of the efficiencies in government in industrialized and civilized western nations and try as we do or may have we fail. So why do we fail in Ghana or for that much in Africa where others succeed? We fail and will continue to fail because of non existing government institutions where leaders are principled and moral and there is a culture of best practices and procedures afoot.
  
  It is this simple: give Ghana a law that says every government purchase of goods and services in excess of US $1000 or equivalent in Ghana cedi SHALL be carried out through an open public bid process. A process that must be preceded by public notice of 5 working days. Interested participants must pick up bid forms at regional bid office where bid forms will include government specifications of materials and supplies and closing date for submittal.
  
  It is that simple folks. Current government procurement practices are rigged to favor insider trading and people with connections. How is it the wife of a former government official who does not own a company with signage credentials get to bid on a job? It starts with a Kufour administration arrangements where the EO group without a pot to piss in somehow could solicit services of an oil exploration company where a deaf, dumb and incompetent governments have failed and the EO group can walk away with a 3 percent lifetime oil revenue payment. Some of our ignorant talking heads who think the EO 3 percent payment comes of some vacuum because justifying stupidity in Ghana is as easy as our all too known tribal folly; stupidity comes natural.
