  You grant provisional licenses to cronies to operate finance houses. Get them to amongst others maximise the collection of deposits. Operate on a Pyram basis for about a year and then ban them for illegal operations anytime from year 2 onwards. Who benefits the most, the one holding the depositors cash because he liquidates most of the assets, such that at the point of the ban he cannot refund the deposits!Note also that he is prevented from opening his premises so no refunds. Then the matter goes to court and drags on till the depositors give up or die. Meanwhile directors or shareholders of the micro finance houses move into other businesses with different business names. The solution to this possibly official ripping off is to pass a law in which the bank of Ghana equally has 3 months to PAY-OFF ALL DEPOSITORS AND THEN THEY CAN PROCECUTE THE owners(directors /shareholders) for any shortfall in funds used to pay depositors. You cannot give out a license to a frandulent operator , allow him to swindle the populace and then withdraw the license and tell the populace with deposits to go to their pastors and courts for a solution!! BOG must take 100% for any cash loss and it must be sorted out in 3 months!!!I hope the ban is not to ensure the owners have cash for POLITICS!!!
