  A Bishop of such pedigree must speak in such an impeccable and polished language that befits his status. One could discern from his speech that he spoke out of emotional tantrums. I am sure that after the speech his conscience made him uneasy. So if he does not apologize his conscience will still haunt him and that is more than the verbal or written apology.
