An independent prosecutor should be able to subpoena the President, for instance, to testify under oath in his own behalf. The people of Ghana need to know more about the Gitmo deal for all practical purposes." This question Soundso good but do you thing think this can be possible in your Kwame Nkrumah's Ghana? You are the one who is always up in arms defending Nkrumah's inhuman policy of 'detention without trial'. So tell me how Nkrumah could have escaped imprisonment if there was an independent Prosecutor or Attorney Generals Department as you trying to suggest? Well for your information, this idea is laudably prudent but, believe you me, it can never happen under this INCOMPETENT president who appears to be a caste in the mould of the intransigent dictator, late president Nkrumah that we know. Deal with it. Peace out.

  Excellent compilation of substantive campaign issues that need to be addressed. Of course the albatross in elections in Ghana continues to be money and personality driven, rather than issues (policy).
  
  Having said that, let me comment on a few of your points: Point #10 & 15) We can't build strong, viable private sector and a Keynesian economic system, plus stabilize the Cedi without a strong fiscal policy. First of all, it is the mandate of BoG to stabilize the cedi without interference of government. But in order for BoG to carry out its mandate effectively, it needs a strong fiscal policy, which is the prerogative of government. Fiscal policy is basically how government manages tax revenues. First, government must expand the tax base to cover the underground economy; close all tax loopholes, especially tax exemptions/holidays for new companies; invest massively in equipping and training the staff of Ghana Revenue Agency(GRA); invest in efficient revenue collection; give extraordinary Constitutional power to GRA to investigate and seize/confiscate tax delinquencies and evasion.
  
  One method of widening the tax base is to require parents to provide the current year's tax receipt before enrolling their children in the academic year, as well as those who seek government services in any shape or form. Keynesian economics without a strong fiscal policy is meaningless, so is the stabilization of the cedi. Also a well orchestrated fiscal policy will inevitably remove Ghana from the donor list - there will be no need for reliance on foreign aid, and more importantly corruption would be the thing of the past. I say this because Ghanaians will be up in arms with any politician who misappropriate actual money that comes from their pocket - their taxes.
  
  12) Any Constitutional reforms that does not vest absolute power in Parliament (the people's representatives) will be meaningless. The British Westminister-style is preferable. 17) Implementation of educational reforms must start earnestly with the immediate withdrawal from West Africa Examination Council (WAEC). Ghana must build super schools in all the regional centres and selectively pick very gifted students and enroll them in the fee-free super schools. The government has to fund the super schools and set a benchmark for the students to achieve. Students who score below the benchmark are kicked out of the program.
  
  24) Ghana is not ready to guarantee separation of church and state. There are many loose ends in the churches and needs state oversight before separation takes place. Ghana should give the churches sometime to policy itself, and if they can't then the state must intervene to clean it up. 33) Ghana will be less dependent on foreign aid if we get the fiscal policy mentioned elsewhere right. 39) The 40-year development plan is a losing proposition. It is a waste of time and resources to pin governments to a development plan. (I wish I have enough time to spend on this)

  but not insults;it is better to read, understand and enlighten oneself- if the article is not to your liken ignore it, do not insult, Adjoa Wangara should stop insulting people and being an arm chair/ pocket lawyer but rather contribute positively to Ghana's progress irrespective of party affiliation.
