By the way it means that every program started by Kufour came with a cost to government yet he failed by law to make sure those programs can be sustained through subsequent budgets; that is the mark of a President who wanted short term political advantage or credit without a care for sustainability of those programs or projects. Spread The word, Tom, that there's nothing free anymore and we must pay for the things we want. Changing governments every election cycle for tribal reasons or lack of freebies from the siting government will never solve our problems but prolong the difficulties to other generation.
