  Looking at the scenario and circumstances, I think the police mistakenly took them for the armed robbery suspects driving off. This is a terrible mistake, even though the police should have shot at motorbike if they fleeing suspects were within sight or possibly aimed at suspects' shoulders or thighs. The police acted unprofessionally.
