Competence means providing people with utility and roads. All the villages in the Keta Constituency in the Volta Region have all utilities and those in the mashes are being provided with roads.
The North Korean President that puts up building that are not washed out during storms is more competent than his South Korean counterpart whose buildings are mashed out by storms.
NPP competence is now seen in the party not trusting Ghanaians which mean in case NPP wins the 2016 general elections hundreds of thousand of Ghanaian workers will be declared redundant. Since NPP does not trust Ghanaians in performing the job the president Nana Akufo Addo will take orders from London, Washington, Paris, Tokyo and Berlin. Americans and Europeans will be imported to take over the jobs of Ghanaians.

1. as a lawyer or legal luminary,
2. as a parliamentarian (you may refer to any back copy of the Hansard,
3.as minister of justice and attorney general's department,
4. as minister of foreign affairs.
Mention only one great achievement of his in each of these cases. I am sure you will scratch your head till doomsday so please give us a break
