The blame for endemic corruption lies with the leader. The systemic structures & laws are secondary causes. Mahama, eg, deliberately fails to prosecute those caught, most of whom are NDC cronies. Case in point - Smarties. Clearly, the resignation of the transport minister is evidence enough of malfeance, yet, no prosecution. Mahama uses the institutions of state eg BNI to suppress evidence & transparency eg Mahindragate. I could list numerous examples, but, I shan't bore you. So, good systems & laws are necessary, but, given the powers of our president, if he is not minded to fight corruption or is corrupt himself, the best laws & systems count for nought.
