  what a very primitive way of registering persons. A date or time period needs to be selected as a cutoff date from which date the state will not accept non official birth certificates from Hospitals/clinics. While I know it is very hard to get every one in Ghana to be born in a clinic/hospital, some serious attemps should be made to encourage all to have their births in a clinic/hospital or Chips compound where an official certificate can be issued. Every body in Ghana should be born in a clinic/hospital where a birth cert will be issued or have a prescribed (by govt) form or note from an institution (to be determined by the state) that a parent can show/use to obtain a genuine birth cert. Persons above the cutoff date should pass thru a rigorous process to prove their age. And persons below the cutoff date should suffer some penalty for not using the clinics/hospitals. Otherwise, this antiquated way of guarantors or proving one's age before the electoral officers will only bring us trouble and headache. Some countries around the world have achieved successes in minimizing the difficulties we are going thru. Please let's try a little harder.

  As I have always said, we Africans take tried, tested, and true system that works everywhere else, then we add our blackness to it and run it to the ground. What is democracy without law, order, and good government? But this is what pertains in goddamn Africa.
