  The idea of a sworn affidavit where a fee is paid to a license letter writer or commissioner for oath is the least desired of the mode of identifications.
  
  Even if the rule should limit the affidavits to the courts, it will still be easy to obtain since no court official will authenticate its genuineness.After all the oath is between the individual and the law.

  The primary duty of every government is to ensure that it citizens have safe drinking water, housing, education and health care. What is the point of having cholera or any of the numerous water borne diseases in Ghana without enough money to pay for medical bills yet forking out 200 or more cedis for some Goddamn "Big Brother" Napoleon and Hitler inspired ID Cards? Has ID Cards ever solved solve the numerous problems in the Ivory Coast,Togo or Burkina Faso? No.
  DVLA can simply "emboss" on a driving licence of a Nigerian,Ivorian or Burkinabe living in Ghana driving licence OR NIH card with the words "NOT VALID FOR VOTING" problem solved! Instead of spending millions on ID CARDS. Use your brain a little bit as a so-called Ph.D holder!
