  The SC orders and reliefs granted must be read together for the accurate interpretation of the judgement. It is not true that there is no law or mechanism for EC to remove names of registered voters from the Voters' Register. In fact, the EC has removed names that were not qualified to be on the register such as minors. Again, there is a process of a petition which the EC could act on to remove the name if it is persuaded that the name is not qualified to be on the register. The individual concerned could challenge the decision at a magistrate court. However, this processes have been truncated by the SC order. For that reason the EC must go ahead and delete those who used the HNIS card to register but EC must inform them so that they can re-register under CI 91.

  Samson has forgotten that laws of a country is made up of first and foremost the Constitution supported by primary legislation (passed by the legislature), secondary legislation or case laws (rulings of higher courts - High, Appeal and Supreme Courts) as well as Constitutional Instruments and Executive Instruments.Then, there is customary practice (national, regional and international customary practice) though that is debatable.
  
  The 1992 Constitution requires the EC to keep a credible and clean register of voters. That is the first source of law or authority for the EC to delete names of those who are not qualified to be registered, supported by the SC reliefs and orders.
