  Acquisition of any language should start from Elementary through to High School. Govt officials who did not acquire any of the European Languages should be encouraged to learn these languages. This will help them to improve their relationships with colleagues who speak other languages. Hon. Tetteh is right!

  You miss english in the title!
  English is the same shame as French and Portugese.
  And why the USA and Canada still speak English and French, they can speak an old amerindian language as well.

  the way I see it the question goes even further ,here's the thing :
  
  the African states as "inherited" from colonial era should be dismantled. We should build subregional federal states (ecowas should be one federal state and east africa,central africa etc.).
  Inside these federal states ,we should draw new states ( more than the 15 in ecowas,around 30-40 federated states) based on ethnic-linguistic and historic bonds.
  In west Africa for example you would have hausa-fulani state, akan state ,mole-dagbani state(including mose and dagbamba and the others),mande state ,the fulani state of futa djallon ,the fulani state of futa tooro and many more.
  Each state would have it's own official language which would be either the most broadly spoken diaalect in the continuum (note for exemple that the yoruba or the mandinka wouldn't have any problem since the dialects are all mutually intelligible) or a reconstructed language.
  Anyway the language probleme is a trojan horse in Africa,remember that a human being is supposed to be able to speak several languages,so the african linguistic diversity has never been a problem ,we don't need the european languages (i'm not saying we should not learn them, but it's a total absurdity to live in states that don't have any of their own language as official language,it's like trying to walk on the head ,and then complaining because you cannot advance.)
