However I have reservations as to the assumptions used in arriving at your conclusions. I shall be brief because I have not got time.
First, this project has not got a short lifespan for you to be making the assumptions upon which you are basing your argument.
Every project starts with a massive net inflow of funds which then evens out midway and then finally leads to profit making. For you to base your argument on just a snapshot of current conditions is weak in my estimation.
It is also fallacious to think that a government cannot run a profitable job. You are a brainwashed CAPITALIST.
IMANI is funded by business entities with Capitalist inclination so I am not surprised.
Every business is a risky venture. Risks and Returns are positively correlated. The higher the risk the more returns an individual is prepared to accept for his/her investment. For now from your write up we are not even sure of the rate of return of your analysis.
Mind you governments are not bound to use financial rates in their viability analysis. Governments around the world often use Social rates in project evaluations. The Social Rates and Financial Rates are two different rates. Make reference to Project Analysis literature.
Governments factor in so many factors in determining their rates upon which they evaluate projects.
It is therefore not surprising your Institute arrive at different results from that of Government's. Your rate of returns is limited in my estimation.
Your institute needs to invest in personnel good at evaluating Social Projects. It appears you use the wrong evaluation techniques. Yours is a technique used by Capitalist entities who are into financial gains.
To part ways tell your colleagues to read more before coming out with Public statements that are damaging to your reputation.
