  It is surely not a question of duration but course content. But the article is just trying to convince Ghanaians to vote for NPP because the party believes that 4 years are better than 3 years. Meanwhile, the piece says absolutely nothing about course content probably because course content is more important than course duration which fact contributes nothing to the case for voting for NPP...
