I was not going to get involved in this Allotey Jacobs debate but reading part of the article I need to tell the readers how some of us continue to display our ignorance here,if you don't know something you ask,to say there is nothing like random check is absolutely wrong,whoever told Sarpong there is no random check in airport made fool of him,there is always random check at airports throughout the world,I'm in the system and know that for a fact but you don't have to be in the system to know that,if you travel that often and pay attention to what is going on you will have some idea.
We call it security,we pull out people in line for secondary checking,that is random check,many people got arrested through this random checking or questioning.
In LHR I was personally stopped just as I came off Accra flight by these security officials,it is very common in these major airports in Europe where they have direct flight to and from these crime infested countries such as Nigeria,Ghana and few others,they always line up there to meet passengers coming off these flights.
Whether Allotey Jacobs was detained or not that is not my beef,my beef is the misleading comment that there is nothing like random check,to say he was detained may have been that somebody used the wrong word,if they stopped you,questioned you and let go that is not what we can say somebody was detained.

I will go back on my word and expose you again how you jump on debates without doing a thorough analysis of what you read.
Now you are telling me I am ignorant because I said people are not randomly picked. If you are in the system, then you need to learn your job because it does not looks to me like you do.
First, check the meaning of the word RANDOM before you make a fool of yourself. You said people are pulled for secondary inspection. Do you know why People are pulled for secondary inspection? Most of these Officers are trained on the subject of human behavior. If you behave strangely or your behavior seems not normal, definitely they will pull you for on the spot checking but that is not random. Something precipitated for you being pulled for inspection.
There is always something that flags people out whether by machine or human beings observation, it is not random as you want to believe. I have a pilot friend who knows more than you do.
I always get pulled for these secondary inspection at almost every USA airportfor many reasons. Read the five points I provided for why some people are flagged for inspection and there are many more others.
In 1996, I had similar Allotey Jacobs problem at DFW Airport. I was returning from Ghana and a cousin who used to live in Dallas gave me $50,000 to be given to his wife to purchase computers and accessories. I declared this money but when I got in Dallas, I was detained and interrogated by not less by five Officers at different times with the money haven been counted on three different times. I was delayed at the airport for four hours and finally the money returned to me less $200 short. Since then, anytime I am returning from Ghana to USA, I get pulled for secondary inspection because my information was logged into the computer data base. I have even been pulled for inspection at Denver International Airport where you live.
Once again, look for the meaning of the word random before you argue "shallowly". If somebody looking at hundred people decides to pull five of them for inspection, there is always a reason behind why those five people are selected and if you have a reason to pull somebody for secondary inspection, you don't call that a random.

If you declare your money at wherever which you did not state you need to declare it on arrival at DFW which you did not do,hence your detention,if DFW was your final international arrival you need to declare the money there,any money more than $10,000 has to be declared,during my last trip to Ghana when I had more than that amount I declared it and it took me less than five minutes to do that and it is not security that you declare with,it is customs,you can even download the form filled it before you get to customs.
This money declaration is different from random check,even employees are randomly checked and in your test to get a badge it is one of the things that will come out in the video clip and boldly written at many places that you or your bags are subject to random check,we don't use OXFORD DICTIONARY at airports,tell your pilot friend that he should ask again if he doesn't know that we have random check which he himself may be subject to, I know my job,I recently worked at IAD,for over three years,and did TDY at some other airports too,it is the same and I have travelled through many airports than you do,I know that for a fact,again there is a random check,there is also what we call SELECTEE which is done for many reasons I will not state here,ask your pilot friend if he knows that.

I also happened to have had some working relationship with UK police through my work and I can confirm that random checks or stops of passengers are carried out regularly at all points of entry. In 2005, I travelled from Brussels to London by air. That was my third visit thought the first was by Eurostar. After going through immigration and exiting I was called by security into a room and questioned about my journey, what I do for a living, etc. After officer realised the nature of my work, I suspect she might have been worried that I could accuse her of racial profiling so she told me that she picked me not because I am black or of any prior information but they randomly select passengers for further security review. Though she did not convince me that my ethnicity did not play a role in her picking on me, I accepted that she was doing her job in keeping all of us safe, especially since I was treated with respect. In fact, she felt she made a mistake when she realised that I had travelled with my 8-year old daughter. In other words, it is incorrect to say that random stops of passengers does not happen at airports.
As far as the Allotey Jacobs incident is concerned, there are some inconsistencies from those who claimed to have witness the incident. Regarding the British High Commissioner's intervention, I am sure if the British government has no interest in protecting a Ghanaian politician, especially at a time when the Prime Minister had held a conference on corruption. However, it is possible that Allotey was questioned and nothing found on him and the British might have been embarrassed so the intervention by the High Commissioner. I would find it difficult to accept that the High Commissioner would simply lie to protect Allotey Jacob.
As usual and all things in Ghana, when it becomes NDC/NPP the truth is never known. It turns into party political point scoring. That is the danger to Ghana.

There is always a reason a particular individual is picked to be searched and if somebody is picked to be searched based on a reason, that is not random. These people are trained on human behaviour and based on their training, there are certain behaviors that attracts their attention in choosing certain people for inspection. That is not random. Those of us call it random but for those trained to observe certain behaviors, these selections are not randomly done as we think.
I have been watching a certain show in my neck of the woods here called BORDER WARS. This program deals with people and cars crossing the USA/MEXICO borders and shows how the border guards choose some cars and people for interrogation based on certain behaviours. These Officers don't make a conscious decisions like after counting twenty cars or hundred people, I will pick the next car or person to be searched. Tend of thousands of cars and hundred of thousands people cross the various border points between USA and Mexico everyday. These guys are not going to randomly choose who to search or not based random. They select these cars and people based on certain behaviors, Jodi.

How can anybody quibble with the clear and unambiguous statement issued on behalf of the British government? But let's understand what is really going:

Deducing from the above statement, any sensible person can safely say that one cannot be said to have been exhaustively interrogated if the process does not last for more than an hour. Anything less than an hour is not exhaustive interrogation accordingly to you. Juxtapose that to the time Allotey was supposed to have been "briefly detained" and you will see the inconsistency.

What is statistical method as you mentioned in your comment? This is a programmed software that spits certain behaviours out if your statistics meets those behaviour and the system will flag you out to be searched.
Secondly, if you exhibit certain behaviors inside the plane, your behavior is radioed to the ground security, your seat number and name are given to ground security including immigration and customs to be picked and interrogated. To you, it seems you were picked at random but it is not, there is a reason.
If the immigration officer who is going to grant you permission to enter a certain country ask you how long you are going to spend in the country and you say four weeks but have only a small bag and a small amount of money, you are likely to be selected and interrogated. That is not random.

Secondly, what Sarpong failed to realize is that if Allotey had committed a money laundering crime, as he alleged, Allotey would have been detained and not allowed to travel to the US, his final destination. It is customary for customs and immigration officials to detain and question any passenger carrying an undeclared large amount of money, as may have happened with Allotey. Sarpong is trying to implicate the government by suggesting that it tasked Allotey to carry those funds. This is rather false. In case the author isn't aware, a country can could send cash abroad through diplomatic pouches to avoid scrutiny and therefore the government couldn't have tasked Allotey to fly commercial with the money.

They did not know that but guessed the guy did since Allotey was detained for three hours and was not allowed into the transit hall but kept at where people who are denied entry and put on the next plane.
Does it not bother you that Allotey said the guy waited three hours at the arrival hall? Usually when you travel on British Airways to Gatwick Airport, your transit to USA usually takes between three to five hours and Allotey was detained, that is not me saying that. First, understand that it is not a crime to even carry millions of dollars on you though such an endevour will attract the attention of security personnel and the reason people mostly carry such amount of money is because they are drug related and also money launderers and that is why anytime you carry such a large amount of money on you, they interrogate you to find out where the money is coming from. Having the money on itself is not a crime.

Secondly, you don't need to come to the arrival hall when you are on a transit unless you have so many hours to wait for your next flight and have a requisite visa to go out of the international area. In my view, 3 hours is not enough to go out to London considering the busy nature of Heathrow airport and the security checks involved and the possible gate changes to your transit.
Thirdly, been picked up for interrogation doesn't necessarily mean that you are a criminal. I was followed without my knowledge till a parking lot close to my residence just because I am a blackman. I was mad at them. They eventually checked my ID, apologized and left.
I am not protecting him as I don't care a folk about him but I just want you to know that your arguments are baseless and the behavior of NPP on this non-issue is disgraceful.

My young son was walking the streets of London wearing a hood and he was stopped and searched and that was the first time to my knowledge any of my five children have been stopped.
