Of course, safety is important.
Even if, as you claim, Ghana is a "Middle Income" it is certainly not "Middle Income" enough to outlaw Okadas outright.
THis is a necessary state for Ghana, as it was for China several generations ago.
As you yourself admit, there are those who believe the Okadas provide an option even in urban areas, a transportation option. Failure of authorities to enforce the laws does not negate that urban fact. If by "...The activity of Okada operators..." you are talking about violation of traffic and pedestrian laws, the we are with you and believe that those violations are "...not forward looking in the country’s development..."
Further, you may know the law more than us, with your "...In 2012, the Parliament of Ghana passed the Traffic Regulation, 2012 (Legislative Instrument 2180) which outlawed the operations of Okada...".
We were able to check the record from Parliment, and the discussion about the Okadas.

WE SAY: On the basis of these discussions and notes from Parliament, "WEDNESDAY, 4 TH JULY 2012", Parliament itself did not have any valid reason(s) to outlaw Okadas, as you say and suggest. It is conflicts with pedestrians and other motor vehicles, as a matter of fact, that ought to be of concern with respect to the development of Ghana this moment in time.
Okadas are mainly owned by the law enforcers - Police Mafia. It is shocking to see Police at junctions watching on as they abuse the traffic regulations
