  This is definitely a poorly written article in terms of seriously sticking to the caption "The floods and accountability", and telling us who and what cause the perennial Accra flooding.

  This is definitely a poorly written article in terms of seriously sticking to the caption "The floods and accountability", and telling us who and what cause the perennial Accra flooding.
  
  For the who, the blame goes squarely to the people of Accra who constantly & frequently dump their rubbish in the gutters and drainage systems of the city that end up in the Odaw river & Korle lagoon and almost invariably causing the predictable floods every rainy season.
  
  For the what, I'll blame the terrain of Accra, the lowland configuration of the city. Parts of the city can be found below sea level.
  
  We've got to stop beating about the bush when it comes to finding solutions to the perennial Accra floods, and craft measures to combat the challenge.
