  I went back to reread Dr. Akofa Segbefia's piece. I thought it was a classic "phd" - pull him down. This is what I came across:
  1. "... and what should have been done by who ..."
  2. "Sadly, where I live is perennial in flooding."
  3. "Can the urban jungle of Accra...."
  
  Would have preferred "done by whom "
  Is perennial in flooding does not convey the idea of Accra having the problem of perennial flooding.
  I would hesitate to depict Accra as an urban jungle unless you were being metaphorical.
  
  The garbage struggling for supremacy is not "only plastic waste", the discarded debris consist of all kinds of rubbish.
  
  Kudos for airing ur opinions, but the analyses & solutions to the humongous perennial Accra flooding should be left to our experienced engineers who would one day soon solve this lingering challenge before climate change worsens it, because a large part of Accra plains lie below sea-level.

  What is the point of this writer pointing out what we are not doing to solve our flood problems without offering real solutions but just some band-aid solutions. Look, common sense solutions from every citizen will go a long way but that is a minute fraction of what it will take to resolve this massive problem.
  
  The writer suggested 50 feet deep underground drains without giving a clue as to how we could logistically dig, core drill or hydro-vac that deep in an overcrowded city like Accra. "Why has Accra become so flood prone?" he asked. The simple answer is that because our governments, both at the national, regional and city levels have run our economy into the ground through abject mismanagement and corruption thus preventing us from having the resources to take lasting proactive and preventive measures.
  
  And I hope the politicians aren't going to take what I'm going to say as us giving them a free pass but things could indeed have been a lot worse simply because of the geographical location of Accra being in the plains. And yes 'water tends to find its own level' but only predominantly in the vertical plane. Horizontally, an 'angry' tract of water as in floods will run down houses, cars, trees, rubbish and even sadly, humans!
  
  We have been lucky in a way. For pictures of 'real' floods that have battered the world lately, do a Google search of the word FLOOD.
  In the pictures shown, click on the link "images of flood". There...now you know what I mean!

  However, the blame game will continue unless the Government of Ghana is ready and willing to address these issues.
  My wife and I had the opportunity to visit with you while in Ghana about two years ago but you had too much on the table.
  I will try to send you an email by next week in line with some PERMANENT SOLUTIONS TO THE TRASH AND DUMSOR problems in the country.
