  you cannot separate legalization from decriminalization because they are only two sides of the same calabash, thus, allowing either of the above will be absolutely disingenuous and highly ingerous to mother Ghana. is the writer implying therefore that because tobacco and alcohol cause similar harmful effects as marijuana are legalized as well as decriminalized same should be done for marijuana? let me also mention that , preventive healthcare means basically, using pragmatic modalities to to prevent the occurrence of a disease condition. some of these modalities require swift repressive punitive measures. if criminalisation isn't solving the menace as you claim, then decriminalization evidently would only worsen the situation.
