The president of Ghana, in terms of the 1992 Constitution is one of the most powerful presidents in the world. This was deliberately made so to enable Jerry Rawlings to have unfettered power - to have everything under his control. As the writer rightly said, the President appoints majority of the members of the Council of State (a useless body) and those he/she has appointed nominate for him/her, the Chairperson of the Electoral Commission. Do you know those who drafted the Constitution and why they made it so? Ask Justice Apaloo, Justice Kpegah, Tsatsu Tsikata and the Ewe legal 'luminaries' who were the brain behind the 1992 Constitution of Ghana. After drafting the constitution and seeing that it was good and according to their strategic vision, Rawlings invited dressmakers, chopbar operators, akpeteshie sellers, trotro drivers, wansams, yam sellers at Agbogbloshie, fishermen and farmers to Parliament House, gave them food and drink (some of them tasted whisky and brandy for the first time in their lives) for them to say that the constitution was the best for the country. It was then promulgated because the 'people' - common people, not lawyers, not academics, not people who knew much about constitutional drafting - said document was ok. It was then put into a spurious referendum and every body said it was fine. Who could have said it was a bogus constitution especially with the surreptitious insertion of the Indemnity Clauses to protect Rawlings and his thugs?
We'll sit with these problems (including the appointment of District Chief Executives by the President for Municipal Assemblies) until we have the courage one day to say we need a new progressive constitution. Believe me, many of the problems we have as a nation have their genesis from the tardy and anti-developmental constitution that was foisted on Ghanaians by Rawlings and his (P)NDC government.

The performance of the EC so far has given a CONFIRMATION that mahama has never appointed any COMPETENT PERSON to any OFFICE,since taking the PRESIDENCY.This is not very DOUBTFUL cuz he is incompetent himself.The woman has a VERY SNOBISH HEAD, no RESPECT and VIEWS of others of no SUBSTANCE to her.She consumes too much RELEVANT time on IRRELEVANT matters.EC ,service is not a GRATIS ISSUE, BUT HONEST and DEDICATED service to GHANA.IT IS A UNIQUE OFFICE WHICH TOUCHES TO THE STABILITY of the COUNTRY.WHOM DO WE BLAME IF THINGS get out of hand?The appointment is a POOR one and WHOEVER received, a man or woman, has so far not DISPLAYED any SERIOUSNESS and COMMITMENT to the OFFICE.GHANAIANS MUST BE ON THE LOOK-OUT.
