There are a few issues with your assessments. A government has to set duties that seeks to balance excessive imports against revenue generation. If duties are too low, the average Ghanaian in the diaspora will send ten cars home every year! Traffic is currently a nightmare as it is, would we have enough roads in Ghana to hold all these additional cars? I don't think so. The Jews are known to spend their money on items that appreciate in value over time like art collections, real estate etc. Removing taxes on gas guzzling cars so we can all burn our hard earned cash isn't to me such a good idea, we can't behave like the people amidst whom you live. If anything, we should get such cars to pay far extra at the pump. On the question of Burkina Faso and others using our ports we only provide them passage, we don't get involved in the duties they set for themselves. We only charge them port handling fees.

What do mean by ten cars, If I have lived and worked outside the country for over five years and have an old car I want bring home, why do I need to pay duty, let alone the exorbitant fees they charge at the ports.

The government can regulate the number of cars one can send with a year apart from the dealers. The customs tariffs are unreasonably high.
