  It's really not just a matter of duration. Other factors may be more important and you've mentioned some.
  
  How come? Huh? I wrote my "O" Levels in 1973 and we had never heard of papers leaking before the exams. It was unthinkable. And not a single result was cancelled countrywide. Even the Common Entrance Entrance Exams that took us to secondary school were solid. The papers came straight from the police station where they were guarded like Fort Knox.
  
  I know we're now 25 million but still...
  
  Look what we've become? Professors with fake PhDs received from universities that don't exist.

  Only fools think duration do not matter. How can you combine O&A level stuff and reduce the duration to 3 years, something that required 7 years to accomplish. NDC is anti Ghanaian and seeking to make as many people as possible illiterates so they can manipulate them. Kids are in hell trying to memorize too much stuff within such short length of time. I pity even those rural folks. They have been consigned to the bush forever.
