And so, is it "decentralization" when it is the executive who will decide what the program will be and it is the same executive who takes funds directly from the top of the national capital expenditure budget and gives to voting districts from Paga to Afienya?

Then, when Akufo Addo is gone tomorrow, the next executive(s) can do what ever they like, in Trumpian fashion.

Anyway, I don't recall you saying Prof Lungu was partisan when he wrote to congratulate Akufo-Addo on winning the elections, or when he wrote to ask the President and his Vice to pay taxes, or when he took on the NDC and President on the Freedom to Right Information and the Ghana Hybrid System....

You are seeing things in the article because you put them there. How is the article twisted to favor the NDC? Why not the PPP, CPP, NDP?

Oh Ghanafuo paaaa...they can't see beyond the NDC and the NPP or beyond Ewes and Akansb (Asantes).

Prof Lungu is merely discussing one of the many things he has global or international expertise in (in this three-part series). Let me end here!

The $1M per Voting Constituency CANNOT be a "great idea" simply because that idea is not in a Wart-Infested Rawlingsian Constitution!

Next to the larger question about the Constitution, (which the NPP neglected in their 2016 Manifesto),
the other fundamental question is, does it reveal a measure of Akufo Addo's character, leadership abilities, and dedication to Unitary Ghana that because other governments over 2 generations failed badly to appoint dedicated, competent, and community-centered administrators to run the Administrative Districts in Regions, that Akufo Addo himself would inherently be incapable of, and/or unwilling to negate that disastrous trend?

It is sincerely my belief and that of most Ghanaians that the intensity of the Change mantra was such that some section of Ghanaians will not accept any reasoning on this. His Excellencies Nana Addo Dankwa and Dr Bawumiah have presented a case that will aleviate Ghana from poverty. No reasoning to the contrary is worth listening to. This is our Democracy.

On the day, today they were officially given the mandate - a postmortem? Prof most likely have punched holes in the several promises. Ghana believed the claimed astute Economist and we arrived at this day today.

The lyrics of a Ga song spells out our case against Colonial domination: "They said we cannot do it...." One unitary Ghana will pray that money will be found to make these larger than life promises, realities. One Ghana believed in the promises. Whatever our basis - the honesty, competence and incorruptability of our new Excellencies, the poverty aleviation in Ghana is now in motion. Can anything be said and done which was not said before?

I stopped reading this bogus article when it became clear that the writer was deliberately misrepresenting President Akufo-Addo's One factory plan. The President clearly stated ONE FACTORY, ONE DISTRICT not ONE FACTORY, ONE CONSTITUENCY as the writer is slyly suggesting. There are 216 ADMINSTRATIVE DISTRICTS and with Local Assemblies and Presidential appointed District/METROPOLITAN CHIEF EXECUTIVES.

It is these Districts that the NPP said the would implement their ONE FACTORY, ONE DISTRICT plan in. It is also in the Districts that the proposed devolution of power through the election of CHIEF EXECUTIVES in 2018 is to take place.

The writer sets out to confuse the DISTRICT with the CONSTITUENCY of which there are 275. This clearly, for me, is a deliberate attempt by the author to deceive and cause mischief. Lungu is clearly another NDC propagandist who cannot even wait to see how the proposed policy is to be implemented and already he is criticizing it. A true sign of desperation, an empty GONG signifying NOTHING!
