The worst indicator of a bad start is
the creation of new regions and ministries. With Yaw Osafo Marfo proclaiming that the nation has been left with a heavy debt by the previous administration, it beggars the imagination why new ministries and new regions would be considered.

The only possible reasons are (a) jobs for the boys, and (b) tribalist gerrymandering.

The cost to the nation in financial and political terms is incalculable.

For instance the Railway Ministry will essentially be implementing a Master Plan, that is, if there are competent people to do that.

But, serious nations do not create Ministries just so they will implement Master Plans. (That is a lot of potential waste, misplaced focus of attention, in just one case).

All that said, we believe only your Item (a) apply, not (b).

However, if President Akufo Addo went ahead and implemented his $1M for each Constituency/Voting District, per year, he would definitely throw Ghana into what we would now humbly modify as "tribalist gerrymandered", nonentities of hopeless regions that would exist merely to garner votes for the NPP. We hope that never occurs).

Ghana is currently highly-polarized along tribal lines. And this is a decades-long effect of the end of the Nkrumaist era of genuine nation-building and pan-africanism.
