Of course CORRUPTION runs deep , but then health care is important (preventive as opposed to curative).Have we identified which factories go to which districts and the likely personnel to man(woman) them? What sophistication of dams do we need ENERGY .PLANNING and the foundation for future planning is URGENT

  Stop dreaming. Ministerial nominations are principally rewards to the party faithful. The president has to appoint the people he thinks are best within his party. He cannot appoint anybody outside the party. So competence is limited by (or subject to) party membership.
  
  For instance, the President needs at least two Ewes in his cabinet. He cannot appoint the most competent Ewes. He has to appoint the Ewes who are members of the party. This, alone, limits the base from which he can make his appointment. So one of the appointments goes to the Chairman of his party in the region - an appointment that is obvious not because of the competence of the appointee but as a reward for standing by the party through thick and thin. The other Ewe appointee also answers to the same claim and a ridiculous ministry of Religious Affairs and Chieftaincy is created to cater for an inclusive government.
  
  On the other hand, the base is much wider for Akan nominees since the president's party is made up basically of Akans. The president is in a position to make better appointments of Akan ministers (since the base is bigger) than of Ewe or Dagomba appointees.
  
  This is the nature of politics and it is better to be pragmatic about it than singing the praises of appointees. Ghanaians think anybody who has a degree is, by that happening, a competent person. We look with awe at anybody who has worked at an international bank or organisation or worked with a US bank or corporation and take it as given that he will be a competent person in a given ministerial post.
  
  But the proof of the pudding must be in the eating. Let us wait to see what these competent people do. Competence is not, necessarily, transferable across fields. Often, many of the policies these people will approve or initiate may just be guess work, trial or error, or very dependent on specific situations that may change to the unforeseen at any time.
  
  So let us wait and see...
